Remote Senior Director Clinical Operations Program Lead

\nRole Summary:\n\nThe Clinical Operations (Program) Lead is the clinical operations functional representative for the Program Team, is responsible for developing and leading the strategy, planning, oversight, implementation and delivery of program and study level clinical operations deliverables as outlined in the clinical development plan (CDP). \n\nThis individual is responsible for providing advanced functional and technical expertise and insights from both a strategic (decision points, risk) and operational (timeline scenarios, feasibility & financials) perspective to meaningfully contribute and make recommendations to the integrated development plan (IDP) and other key plans, such as the CDP, necessary to advance Dyneโ€™s clinical programs. This individual develops and oversees implementation of program clinical operational strategy, ensuring appropriate considerations that include but are not limited to technical, vendor, quality site/ Investigator, geographical and patient centric considerations for the Programโ€™s lifecycle. This individual may be responsible for one highly complex or multiple medium complexity clinical programs.  This individual may have one or more direct reports. \n\nThis role is expected to require up to 20% travel, including international travel. \n\nThis role is based in Waltham, MA without the possibility of being remote.\nPrimary Responsibilities Include:\n\n\n* Leads the development and ongoing refinement of Program level study timelines and scenarios in order to contribute to the CDP, IDP and other high-level strategic plans \n\n* Provide rigorous, objective information (operational status and updates) to the Program team and, as necessary, Dyne senior leadership to help support strategic project decisions. \n\n* Takes overall accountability for operational delivery of the clinical studies within a Program and provide appropriate oversight to ensure a high quality, ethical, cost efficient way to meet timelines and patient recruitment goals.\n\n* Actively participates in Program team and other applicable sub-team meetings, collaborating and integrating with other functions within research and development, medical, and commercial in order to deliver on the CDP/IDP.\n\n* Responsible for the development and execution of a Program strategic clinical operations plan, taking into account the therapeutic area and underlying science and opportunities for innovation and operational consistency as well as the future clinical, regulatory, and commercial development plan for the molecule.  Proactively integrates stage-appropriate needs into the operational strategy. \n\n* Oversees, mentors and works collaboratively with Clinical Study Lead(s) and other clinical operations and supportive roles within the Program (clinical trial managers or associates, quality representative, vendor managers, etc.)\n\n* Overall accountability overseeing and driving CRO and other vendor relationships to ensure execution of clinical studies within the Program, within timelines, budget and with quality\n\n* Participates in departmental and cross functional risk assessment, technology development and process improvement initiatives, including SOP development, review and maintenance.\n\n* Participate/lead in site engagement programs to help build relationships with key opinion leaders, investigators, and clinical site staff to support the clinical study activities and delivery\n\n* Engage with patient advocacy groups to help build patient-focused clinical operations strategies, methods and tools for use in the clinical studies\n\n* Create and implement risk assessment and mitigation plans, performing regular reviews to continually assess for changes\n\n* Attend seminars, congresses, advocacy meetings, Investigator meetings, Program and sub-team meetings, educational conferences/training sessions\n\n* Provide management, training, oversight, coaching, mentoring and development to one or more direct reports\n\n\n\nEducation and Skills Requirements:\n\n\n* Undergraduate degree in a scientific or health related discipline. Advanced scientific or business degree or equivalent experience desirable.\n\n* Minimum of 10 years experience in drug development, clinical research and operational strategy experience including responsibility ensuring studies and programs are executed to quality, timelines and budget (at least part of this time in a Biotech/Pharma environment is preferred)\n\n* Demonstration of project/program management skills including risk assessment, timeline and budget management and contingency planning\n\n* Demonstration of effective team leadership of matrix teams. Excellent communication, management and organizational skills, along with problem solving, conflict resolution, and team building skills\n\n* Experienced in identifying and leveraging relevant data and information to develop well-conceived and executable timelines\n\n* Experience across several complex therapeutic areas; neuromuscular or muscle disease experience preferred. The Sr. Clinical Trials Management Associate will support all aspects of clinical trial conduct including study start-up, enrollment, study conduct and close-out. The Northwest Regional Senior Manager will report to the Director of State Mobilization and support BDCโ€™s Groundswell campaign focused on accelerating nationwide momentum towards making building decarbonization and the clean energy transition inevitable. \n\nThis position is designed for a highly motivated self-starter with prior local- and state-level building decarbonization policy and market development experience. The Northwest Regional Senior Manager brings a knowledge and familiarity of the statewide players, the challenges and the opportunities in the region; and, will serve as the on-the-ground presence gaining expertise in the regionโ€™s existing strengths, gaps and greatest value add. \n\nESSENTIAL FUNCTIONS\n\nStrategy Development & Implementation\n\n\n* In partnership with the Director of State Mobilization and staff leadership, create and implement the state- and regional- level strategy for the northwest [specific attention in Washington and Oregon], including short- and long-term goals and outcomes that cascade from an overarching strategic plan.\n\n* Develop and cultivate relationships with key state policymakers, external partners, and in-state allies (local non-profits, communications firms, lobbyists, etc.) in key states.\n\n* Working with BDCโ€™s federal lobbyist and Director of State Mobilization, track key federal policy and funding opportunities as they relate to BDCโ€™s state/regional work.\n\n* Continuously improve knowledge of state-level building decarbonization, environmental justice, and equity policies and integrate it into the state/regional work.\n\n\n\n\nPolicy Research, Analysis & Technical Assistance\n\n\n* Lead the development of the policy agenda for building decarbonization at state- and regional levels, providing research, policy analysis and technical assistance for the Coalition. \n\n* Serve as the lead point person on policy education and communication with policymakers and regulators, including developing strong relationships, identifying opportunities and priorities and working in coalition with others to move the Coalitionโ€™s policy agenda forward.\n\n* Oversee production strategic documents and/or marketing materials to advance the policy agenda and establish the Coalition as the go-to resource for policymakers and regulators.\n\n\n\n\nMarket Development\n\n\n* Establish a market development agenda for the state that includes the strategies and partnerships necessary to transform the market toward building electrification in alignment with the Coalitionโ€™s national strategic plan.\n\n* In partnership with the Director of Communications, support the development of consumer awareness building campaigns and efforts that clarify the customer and industry value propositions, inspire improvements in the supply chain and leverage a policy environment that supports building decarbonization. \n\n* Determine the need for and facilitate industry- or equipment-specific and/or regionally-focused working groups to advance building decarbonization within the state.\n\n* In partnership with the Market Transformation team, support the facilitation and implementation of market development activities such as changes to  equipment/appliance specifications, industry-led consumer awareness campaigns, innovative financing and program design (incentives) and workforce development.\n\n\n\n\nResource Development & Management\n\n\n* In partnership with the Director of State Mobilization, identify key initiatives, scope the funding needs for the Coalitionโ€™s state-based strategies. \n\n* In partnership with the Deputy Director and Director of State Mobilization, oversee the build out of any state-based support needs, including the recruitment and hiring of any contractor and consulting staff.\n\n* Coordinate with other program teams (CA, NY, Communications, Consumer Inspiration, Operations) as needed to accomplish organizational objectives.\n\n* Represent BDC at key conferences, events, webinars, etc. and in the media as needed.\n\n\n\n\nSKILLS & QUALIFICATIONS\n\n\n* Strong commitment to the mission, policies and goals of BDC, and a proven track record of accomplishments and subject matter expertise in the building decarbonization or climate space. \n\n* Political sophistication and policy analysis, exceptional coalition building skills and the ability to communicate, work effectively and build consensus among a variety of internal and external stakeholders; Together, the states we are targeting represent 60% of the U.S. gas demand in buildings.\n\nIn this newly created position, the Illinois State Manager will bring deep energy and climate knowledge, political savvy, and coalition-building and campaigning experience to serve this place-based role in the respective region. The Illinois State Manager will report to the Director of State Mobilization and support BDCโ€™s Groundswell campaign focused on accelerating nationwide momentum towards making building decarbonization and the clean energy transition inevitable. \n\nThis position is designed for a highly motivated self-starter with prior local- and state-level building decarbonization policy and market development experience. The Illinois State Manager brings a knowledge and familiarity of the statewide players, the challenges and the opportunities in the state; and, will serve as the on-the-ground presence gaining expertise in the stateโ€™s existing strengths, gaps and greatest value add. \n\nThere is flexibility in this position to be expanded into a Senior Manager role with scope that covers Illinois as well as overseeing additional scope for the entire midwest region. \n\nESSENTIAL FUNCTIONS\n\nStrategy Development & Implementation\n\n\n* In partnership with the Director of State Mobilization and staff The Mid-Atlantic Regional Manager brings a knowledge and familiarity of the statewide players, the challenges and the opportunities in the region; and, will serve as the on-the-ground presence gaining expertise in the regionโ€™s existing strengths, gaps and greatest value add. \n\nESSENTIAL FUNCTIONS\n\nStrategy Development & Implementation\n\n\n* In partnership with the Director of State Mobilization and staff leadership, create and implement a state- and regional- level strategy for the mid-atlantic [specific attention in MD, NJ, and PA], including short- and long-term goals and outcomes that cascade from an overarching strategic roadmap for achieving stated goals and objectives.\n\n* In support of the regional building decarbonization roadmap, lead the development of the policy and regulatory agenda for building decarbonization at state- and regional levels in the Mid-Atlantic.\n\n* Serve as BDCโ€™s main point of contact in relevant in-state and regional coalitions.\n\n* Develop and cultivate relationships with key state policymakers, external partners, and in-state allies (local non-profits, communications firms, lobbyists, etc.) in key states.\n\n* Identify lobbying, communications, advocacy and other strategic partnerships needed to succeed, and develop and oversee consultant and technical assistance contracts to implement them.\n\n* Working with BDCโ€™s federal lobbyist and Director of State Mobilization, track key IRA guidance and funding opportunities as they relate to BDCโ€™s state/regional work.\n\n* Continuously improve knowledge of state-level building decarbonization, environmental justice, and equity policies and integrate it into the state/regional work.\n\n\n\n\nPolicy Research, Analysis & Technical Assistance\n\n\n* Serve as the lead point person on policy education and communication with Mid-Atlantic policymakers and regulators, including developing strong relationships, identifying opportunities and priorities and working in coalition with others to move the Coalitionโ€™s policy agenda forward.\n\n* Working with BDCโ€™s communications and research teams, identify and implement research, analysis, and technical assistance needs in the region.\n\n* Oversee production strategic documents and/or marketing materials to advance the policy agenda and establish the Coalition as the go-to resource for policymakers and regulators.\n\n\n\n\nMarket Development\n\n\n* As part of the regional building decarbonization roadmap, and working with BDCโ€™s Market Transformation team, establish a market development agenda for the state that includes the strategies and partnerships necessary to transform the market toward building electrification in alignment with the Coalitionโ€™s national strategic plan.\n\n* In partnership with the Director of Communications, support the development of consumer awareness building campaigns and efforts that clarify the customer and industry value propositions, inspire improvements in the supply chain and leverage a policy environment that supports building decarbonization. \n\n* Determine the need for and facilitate industry- or equipment-specific and/or regionally-focused working groups to advance building decarbonization within the state.\n\n* In partnership with the Market Transformation team, support the facilitation and implementation of market development activities such as changes to  equipment/appliance specifications, industry-led consumer awareness campaigns, innovative financing and program design (incentives) and workforce development.\n\n* Support BDCโ€™s Thermal Networks Sr. Manager with identifying opportunities and to advance TENs and to educate policymakers, legislators, organized labor, environmental justice advocates, utility companies, regulators, and clean energy advocates on the potential benefits of TENs in the region. \n\n\n\n\nResource Development & Management\n\n\n* In partnership with the Director of State Mobilization, identify key initiatives, scope the funding needs for the Coalitionโ€™s state-based strategies. \n\n* In partnership with the Deputy Director and Director of State Mobilization, oversee the build out of any state-based support needs, including the recruitment and hiring of any contractor and consulting staff.\n\n* Coordinate with other program teams (Communications, Groundswell, Consumer Inspiration, Operations) as needed to accomplish organizational objectives.\n\n* Represent BDC at key conferences, events, webinars, etc. and in the media as needed.\n\n\n\n\nSKILLS & QUALIFICATIONS\n\n\n* Strong commitment to the mission, policies and goals of BDC, and a proven track record of accomplishments and subject matter expertise in the building decarbonization or climate space. \n\n* Political sophistication and policy analysis, exceptional coalition building skills and the ability to communicate, work effectively and build consensus among a variety of internal and external stakeholders; grassroots organizing experience a plus.\n\n* Mastery of relationship-building skills with a wide range of diverse internal and external constituencies.\n\n* Experience with successful public-private partnerships with diverse stakeholders who may possess divergent viewpoints and agendas; a broad network that includes environmental NGOs and justice groups, labor, manufacturing and real estate/development preferred; multi-sector experience, including public, private and non-governmental is optimal.\n\n* 7-10 years of experience, preferably with solid understanding of building electrification and/or climate solutions.\n\n* Proven understanding of clean energy framework/plans, particularly in Maryland, New Jersey and Pennsylvania including relevant legislation, public policymaking/legislative and regulatory environments and success in influencing policy agendas and outcomes at local and state levels.\n\n* Highly collaborative work style with the ability to operate as a peer and thought partner to the Director of State Mobilization and other team leads. \n\n* Outstanding leadership and relationship-building skills with clarity of vision and a commitment to the highest levels of integrity, quality and collaboration. \n\n* Ability to set clear priorities, keen analytic, organizational and problem-solving skills that enable sound decision making.
