Remote Business Systems Analyst

\nNASA Federal Credit Union is seeking an experienced Business Systems Analyst (BSA) to plan, design, develop, and launch efficient business, financial, and operational systems in support of core organizational functions and business processes.  The BSA will gather and analyze data in support business cases, proposed projects, and system requirements.  This position will generate, and compile reports based on the findings, complete with probable causes and possible solutions to system issues.  It will also apply proven communication, analytical, and problem-solving skills to help maximize the benefit of IT system investment.\n \nEssential Duties and Responsibilities: (Other duties may be assigned.)\n\n\n\nStrategy & Planning:\n* Meet with decision makers, systems owners, and end users to define business, financial, and operational requirements and systems goals, and identify and resolve systems issues\n* Review and analyze the effectiveness and efficiency of existing systems and develop strategies for improving or further leveraging these systems.\n* Identify and establish scope and parameters of systems analysis in order to define outcome criteria and measure-taking actions.\n* Responsible for evaluating enhancements, releases, or new product offerings for the assigned business systems and identifying the business value proposition and/or the operational efficiencies to be gained.\n* Lead design sessions in prototyping new systems for the purpose of enhancing business processes, operations, and information process flow. *\n\n\n\nAcquisition & Deployment:\n* Collaborates in the planning, design, development, and deployment of new applications, and enhancements to existing applications.\n* Conducts research on software and hardware products to justify recommendations and to support purchasing efforts.\n\n\n\nOperational Management:\n* Prepares and delivers reports, recommendations, or alternatives that address existing and potential trouble areas in operating systems across the organization.\n* Communicates, coordinates, and resolves any and all issues associated with assigned system applications.\n* Performs cost-benefit return on investment analyses for proposed systems to aid management making implementation decisions.\n* Ensures compatibility and interoperability of in-house and purchased computing systems.\n* Reviews and approves any changes to system specifications/functionality prior to deployment.\n* Coordinates the implementation of system/software releases.\n* Coordinates and performs in-depth tests, including end-user reviews, for modified and new systems, and other post-implementation support.\n* Provide orientation and training to end users and support staff for all modified and new systems.\n* Create system design proposals. *\n* Participate in systems development and design, including software programming and table, report, and panel design. *\n* Create systems models, specifications, diagrams, and charts to provide direction to system programmers. *\n* Provide guidance and/or instruction to junior staff members. *\n\n\n\nTechnical Proficiency:\n* SQL Server T-SQL query development \n* SQL based report writing\n* SQL Server troubleshooting and performance. *\n* Process automation using DTS, SSIS or third-party applications *\n* Knowledge of programming concepts and languages *\n\n\n\nEducation and Experience: \n* Proven experience in the design, development, and implementation of software and hardware solutions, systems, or products.\n* Excellent understanding of the organization’s goals and objectives.\n* Experience using Microsoft Visio for creating systems models, specifications, diagrams, and charts.\n* Excellent research, troubleshooting, and fact-finding skills.\n* Extensive experience with core software applications.\n* Understanding of basic programming concepts (sequence of commands, conditional structures, looping structures, etc.).\n* Minimum of one year of combined Business Administration, Computer Science, Accounting, or Management Information systems experience required (unless skills are deemed appropriate by the CIO/VP of Technology Services).  \n* Competent to consider most business implications of the application of technology to the current business environment.  \n\n\n\nLevel II: (In addition to the requirements of Level I)\n* Intermediate technical knowledge of programming languages used at NASA Federal, including, but not limited to, PowerOn, VB.NET, VBScript, T-SQL. *\n* Working knowledge of network and PC operating systems.\n* Working knowledge of current network hardware, protocols, and standards.\n* Extensive practical knowledge in importing data for use in report software, spreadsheets, graphs, and flow charts.\n* Minimum of three years of combined Business Administration, Computer Science, Accounting, or Management Information systems experience required (unless skills are deemed appropriate by the CIO/VP of Technology Services).  \n* Works independently in some phases of system analysis and considers the business implications of the application of technology to the current business environment.  \n\n\n\nLevel III: (In addition to the requirements of Level II)\n* Demonstrated project management skills.\n* Experience with process automation using an Enterprise Scheduler.\n* Proven experience in the operation and analysis of database hardware, software, and standards, as well as data retrieval methodologies and mainframe applications. \n* Minimum of five years of combined Business Administration, Computer Science, Accounting, or Management Information systems experience required (unless skills are deemed appropriate by the CIO/VP of Technology Services).  \n* Competence to work at the highest technical level of most phases of systems analysis while considering the business implications of the application of technology to the current and future business environment.  \n* Under general direction, guides and advises less-experienced Business Systems Analysts.\n\n\n\nOther Skills and Abilities: \n* Excellent analytical, mathematical, and creative Occasional evening and weekend work to meet deadlines.\n\n\n\nWork Schedule:\n* Shift assignments are based upon the needs of the Credit Union which can include late hours, weekends, and on-call
