The Coalition is coordinating the implementation of the Roadmap by working with policymakers, the building industry, and consumers to dispatch zero-emission lifestyle solutions โ eliminating the need for fossil fuels and helping the state to slash climate pollution. \n\nMoving Californiaโs homes and buildings off of fossil fuels will improve public health, cut climate pollution, deliver cleaner air, alleviate rising housing prices and monthly energy bills, all while creating a tremendous export opportunity for the state. To get there, we are activating strong leadership from communities, manufacturing and government, in California and beyond.\n\nPOSITION SUMMARY \n\nAs the California Regulatory and Policy Senior Associate, you will play a pivotal role in shaping and implementing the Coalition's strategic plan for California. Your primary responsibilities include serving as a legal, regulatory, and policy resource for BDC campaigns, fostering regulatory education and communication with regulators, and ensuring seamless integration of campaigns with broader BDC priorities. You will actively engage in building relationships with diverse stakeholders, advocating for legal and regulatory solutions, and contributing to the advancement of the building electrification movement in California.\n\nESSENTIAL FUNCTIONS\n\nCalifornia Regulatory Leadership, Strategy Development & Implementation\n\n\n* Participate actively in the development of the Coalitionโs overarching strategic plan for California, serve as a legal, regulatory, and policy resource for BDCs campaigns, and ensure campaigns are coordinated and fully embedded into other BDC priorities.\n\n* Work with the California BDC team to provide regulatory education and communication with regulators including developing strong relationships, identifying opportunities and priorities, and working in coordination with the broader coalition to move the BDCโs legal and regulatory agenda forward.\n\n* Convene and facilitate meetings and working groups with NGOs, equity groups, financing experts, affordable housing advocates, ratepayer and consumer groups, manufacturers, business organizations and associations, outside counsel, and others regularly to develop relationships and strengthen networks in order to address barriers to building decarbonization within relevant state regulatory agencies and administrative dockets.\n\n* Identify and implement legal and regulatory solutions that lift up the most vulnerable communities while simultaneously lifting up market leaders and aiming to create high-road jobs.\n\n* Track key regulatory proceedings at the California Public Utilities Commission and the California Energy Commission, summarize key documents, prepare comments and testimony when appropriate, and support BDC partners and members in pertinent regulatory dockets.\n\n* Develop and maintain working relationships with key Coalition members to support BDC success in regulatory objectives.\n\n* Ensure that BDCโs legal, regulatory, and policy agenda is equitable and inclusive and drives the overall goals of BDC and the building electrification movement in California forward.\n\n\n\n\nRegulatory Research, Analysis, & Technical Assistance\n\n\n* Collaborate with the California team to produce reports, research, studies, regulatory briefs, and other strategic documents to advance BDCโs legal and regulatory agenda.\n\n* Perform technical analysis to support regulatory filings, contribute to development of fact sheets and reports, and identify and advance key positions on regulatory issues.\n\n* Support drafting of reports, fact sheets, one pagers, and/or blog posts to contribute to BDCโs thought leadership in the regulatory environment.\n\n* Conduct technical analysis as necessary to support the development of reports and educational materials for use in communicating on BDCโs policy objectives. \n\n* Help establish BDC as the go-to resource for policymakers, regulators, coalition members and other stakeholders.\n\n\n\n\nSKILLS & QUALIFICATIONS\n\n\n* Demonstrated 3-5 years of experience intervening in administrative dockets and successfully influencing regulatory policy.\n\n* Demonstrated experience with and a solid understanding of building electrification, power sector, and/or climate legal, policy, and regulatory solutions. Strong preference for individuals with experience in rate-setting, the California Environmental Quality Act, Title 24 (specifically parts 11 and 6) and/or the Clean Air Act. \n\n* Excellent research, writing, analytical, and oral advocacy skills are essential.\n\n* Outstanding leadership, consensus, and relationship-building skills with clarity of vision and a commitment to the highest levels of integrity, quality, and collaboration. \n\n* High degree of emotional intelligence to support consensus building and collaboration between and among diverse stakeholders who may possess divergent viewpoints and agendas is a must.\n\n* Exceptional project management skills and ability to set clear priorities. Keen analytic, organizational, and problem-solving skills that enable sound decision-making.\n\n* Highly collaborative work style with the ability to operate as a peer and thought partner to the CA Director and other members of the BDC team.\n\n\n\n\nWORK ENVIRONMENT, SCHEDULE, & TRAVEL\n\nThe CA Regulatory and Policy Senior Associate will work remotely from their home and can be based anywhere in California. Build up a network within the Blockchain and Cryptocurrency ecosystem. Manage and maintain relationships with stakeholders, venture capital, start-up communities, and other third parties;\n6. Present technological insights and strategic considerations to wide audiences including clients, external partners and internal business units; and\n7. Work with legal counsel to develop a compliance strategy to keep abreast of the compliance and regulatory changes in the U.S. and the world.\nRequirementsThis position requires Masterโs degree or foreign equivalent in Public Administration, International Development, Finance, Economics, or related field.\nMust have demonstrated knowledge of devising and articulating fundamental valuation methodologies for crypto assets; decentralizing governance models associated with blockchain technology; and experience with key drivers of blockchain networks design and their impact on the four key dimensions of blockchain performance including speed, scalability, privacy, and security. Must have a global way of thinking and layout with international business and economic perspectives.
