Remote Launch Clinical Services Director East

\nWelbeHealth provides high-quality healthcare and social care services to vulnerable seniors in local communities in our centers and through community-based services. Welbe stays true to their mission of unlocking the full potential of seniors as we grow throughout California and beyond.\n\nAs part of the WelbeHealth Launch Team, the Launch Clinical Services Director is responsible for the initial launch and management of new program clinic, social work, behavioral health, rehabilitation (PT/OT), and home services as well as guidance and support to the Interdisciplinary Team (IDT). The Director Clinical Services Launch is a member of a new programโ€™s transitional leadership team and onboards, trains, and mentors Clinical Services Directors or other leaders as assigned to assume responsibility in alignment with WelbeHealthโ€™s best practices.\n\nEssential Job Duties:\n\n\n* Responsible for new program pre-launch, launch, and immediate post-launch Clinical Services Director scope before hand-off to the Clinical Services Director and Clinical Nurse Manager.\n\n* Continuously improve and codify enterprise best practices in Clinical Services launch in a playbook to apply at future new program launches.\n\n* Ensure new program Clinical Services Director (or other designate) and Clinical Nurse Manager are onboarded, trained, and mentored in alignment with best practices with clear intention to shift full responsibility for Clinical Services scope to that person according to launch teamโ€™s timeline โ€“ manage performance of as needed to fulfill all the duties and responsibilities outlined in their Role Description and perform those duties in the absence of said leaders.\n\n* Manage direct reports including hiring, training, supervising, and mentoring. \n\n\n\n\nJob Requirements:\n\n\n* Bachelorโ€™s Degree in relevant field required.\n\n* Clinical Degree or License required (RN)\n\n* Ability to travel up to 75% of the time (3 weeks per month)\n\n* Project Management or lean operations training, or certifications preferred.\n\n* Minimum of four yearsโ€™ experience, in a multi-discipline supervisory capacity with proven capability to develop and mentor team members.\n\n* Working knowledge of PACE regulations preferred\n\n* Two yearsโ€™ supervisory experience with demonstrated ability to mentor and develop team members\n\n* Experience working in complex, fast-paced, multi-discipline projects โ€“ managing to timeline and budget goals.\n\n* Highly motivated, self-directed, able to execute tasks in a quickly changing environment and make sound decisions in emergency situations.\n\n\n\n\nBenefits of Working at WelbeHealth Apply your expertise in new ways as we rapidly expand. \nABOUT THE COALITION\n\nThe Building Decarbonization Coalition (BDC) aligns building industry stakeholders with energy providers, environmental organizations and local governments to help electrify homes and workspaces with clean energy. Through convening, policy analysis and consumer awareness building, the Coalition is pursuing fast, fair action to accelerate the development of zero-emission homes and buildings that will help states across the nation cut one of its largest sources of climate pollution, while creating safe, healthy and affordable communities. \n\nPOSITION SUMMARY \n\nBDC is bringing together policymakers, market actors, organized labor, environmental justice groups, advocates and other stakeholders across priority states and regions to co-create and advance a common approach to phasing out gas appliances. Together, the states we are targeting represent 60% of the U.S. gas demand in buildings.\n\nIn this newly created position, the Northwest Regional Senior Manager will bring deep energy and climate knowledge, political savvy, and coalition-building and campaigning experience to serve this place-based role in the respective region. The Northwest Regional Senior Manager will report to the Director of State Mobilization and support BDCโ€™s Groundswell campaign focused on accelerating nationwide momentum towards making building decarbonization and the clean energy transition inevitable. \n\nThis position is designed for a highly motivated self-starter with prior local- and state-level building decarbonization policy and market development experience. The Northwest Regional Senior Manager brings a knowledge and familiarity of the statewide players, the challenges and the opportunities in the region; and, will serve as the on-the-ground presence gaining expertise in the regionโ€™s existing strengths, gaps and greatest value add. \n\nESSENTIAL FUNCTIONS\n\nStrategy Development & Implementation\n\n\n* In partnership with the Director of State Mobilization and staff leadership, create and implement the state- and regional- level strategy for the northwest [specific attention in Washington and Oregon], including short- and long-term goals and outcomes that cascade from an overarching strategic plan.\n\n* Develop and cultivate relationships with key state policymakers, external partners, and in-state allies (local non-profits, communications firms, lobbyists, etc.) in key states.\n\n* Working with BDCโ€™s federal lobbyist and Director of State Mobilization, track key federal policy and funding opportunities as they relate to BDCโ€™s state/regional work.\n\n* Continuously improve knowledge of state-level building decarbonization, environmental justice, and equity policies and integrate it into the state/regional work.\n\n\n\n\nPolicy Research, Analysis & Technical Assistance\n\n\n* Lead the development of the policy agenda for building decarbonization at state- and regional levels, providing research, policy analysis and technical assistance for the Coalition. \n\n* Serve as the lead point person on policy education and communication with policymakers and regulators, including developing strong relationships, identifying opportunities and priorities and working in coalition with others to move the Coalitionโ€™s policy agenda forward.\n\n* Oversee production strategic documents and/or marketing materials to advance the policy agenda and establish the Coalition as the go-to resource for policymakers and regulators.\n\n\n\n\nMarket Development\n\n\n* Establish a market development agenda for the state that includes the strategies and partnerships necessary to transform the market toward building electrification in alignment with the Coalitionโ€™s national strategic plan.\n\n* In partnership with the Director of Communications, support the development of consumer awareness building campaigns and efforts that clarify the customer and industry value propositions, inspire improvements in the supply chain and leverage a policy environment that supports building decarbonization. \n\n* Determine the need for and facilitate industry- or equipment-specific and/or regionally-focused working groups to advance building decarbonization within the state.\n\n* In partnership with the Market Transformation team, support the facilitation and implementation of market development activities such as changes to  equipment/appliance specifications, industry-led consumer awareness campaigns, innovative financing and program design (incentives) and workforce development.\n\n\n\n\nResource Development & Management\n\n\n* In partnership with the Director of State Mobilization, identify key initiatives, scope the funding needs for the Coalitionโ€™s state-based strategies. \n\n* In partnership with the Deputy Director and Director of State Mobilization, oversee the build out of any state-based support needs, including the recruitment and hiring of any contractor and consulting staff.\n\n* Coordinate with other program teams (CA, NY, Communications, Consumer Inspiration, Operations) as needed to accomplish organizational objectives.\n\n* Represent BDC at key conferences, events, webinars, etc. and in the media as needed.\n\n\n\n\nSKILLS & QUALIFICATIONS\n\n\n* Strong commitment to the mission, policies and goals of BDC, and a proven track record of accomplishments and subject matter expertise in the building decarbonization or climate space. \n\n* Political sophistication and policy analysis, exceptional coalition building skills and the ability to communicate, work effectively and build consensus among a variety of internal and external stakeholders;
