Julius Kaka Julius Kaka is an expert researcher specialising in security governance and transnational organised crime across East and Southern Africa, with 9+ years of field and policy experience. As Field Network Coordinator for the Global Initiative Against Transnational Organised Crime (GI-TOC), he built regional expert networks and pioneered data-driven methodologies to map illicit economies. He holds an MSc in Security, Leadership and Society from Kingβs College London, where he was awarded the prestigious Junior African Scholars Fellowship. His research on conflict dynamics and criminal networks has been published by Cambridge University Press and informs regional security strategies. Based in Uganda, he is fluent in English, Luo, and Swahili.
