Raymond is a graduate of BA in Public Administration, a Master of Public Management, and currently pursuing his Doctor of Public Administration all from the University of the Philippines. He gained a Certificate IV in Training and Assessment (Level 4 under the Australian Qualifications Framework) from the Human Resource Training College, where he likewise simultaneously participated in an Occupational Traineeship as a Human Resource Manager of HRD Consulting Australasia in Brisbane, Queensland, Australia from 2017 to 2018.

Moreover, he worked as a Human Resource Officer at the Insurance Commission, Department of Finance from 2013 to 2017 and as a Teacher Fellow of Teach for the Philippines assigned in Sorsogon from 2018 to 2020. He also used to be part of the Human Resource Management Group of the world’s largest vertically integrated geothermal company – the Energy Development Corporation, from 2020 to 2021. He also worked as a Senior Labor and Employment Officer of the Institute for Labor Studies, the policy research and advocacy arm of the Philippine Department of Labor and Employment. He currently works at the Bangko Sentral ng Pilipinas.

He is also a Licensed Professional Teacher in the Philippines and a Licensed Training Assessor in Australia.
